Global Terrorism Risk Insurance Report 2026

For Marsh, the impact of terrorism is deeply personal. Our firm lost 358 colleagues in the September 11, 2001, attack on the World Trade Center; we commemorate the 25th anniversary of that day in 2026.

The events of 9/11 changed our world forever. One impact was the reshaping of our national and global view on managing terror-related risks
] and led to the passage of the Terrorism Risk Insurance Act (TRIA) in 2002, which created a federal reinsurance backstop for terrorism losses.

At Marsh, we believe that a strong public-private partnership is essential to protecting global economies and the people who rely on them. These partnerships are especially essential when the full peril risk is greater than what the private market can manage on its own. The continued reauthorization of the terrorism losses backstop program, along with other global government-backed terrorism reinsurance pools, shows that political will, sound underwriting, and strong risk management can coexist to support stable markets and resilient communities. Our view remains that the right balance of federal backstops, private capital, and rigorous risk insight is key to sustaining protection when and where it is needed most.
