Rhinehart graduated from University of Scranton, PA (1992) with Bachelor’s in Political Science. He then proceeded to Monash University, Australia to graduate in his M.A. in Foreign Affairs and Trade in 1999.
He spent a total of 16 years in the Republic of Palau’s government public service along with 6 years working outside the government in international development financing institutions.
Currently, he is doing his second tenure as Director of the Bureau of Revenue and Taxation, with his departure from public service on 18 March 2022. He will assume a new role as Commercial Manager at Belau Submarine Cable Corporation (BSCC). He is also President of Pacific Blockchain Corporation (PBC).
