Melissa authored Chapter 14 – Hybrid Threats and Grey Zone Operations in Outer Space, within a new book, Hybrid Threats and Grey Zone Conflict – The Challenge to Liberal Democracies, Edited by Mitt Regan and Aurel Sari.

This offers the first comprehensive assessment of legal and ethical challenges posed by hybrid threats and grey zone conflict and considers the role of law in settling non-violent disputes and how this is often used in the service of states’ strategic interests. The book provides diverse scholarly and practitioner perspectives on geopolitical competition below the threshold of war.
